Looks like it might be a counterpressure filler off of a sanke coupler. If this is the case, it would be quite useful. If you can't find any info here, you might try Homebrewtalk. Regardless, the gauge and regulator and the sanke coupler are worth more than the 30 PLN I see on the gauge. You can add this regulator on to an existing one to expand it.
